Same thing if you put The Ghost on a VCX without also docking an Attack Shuttle with The Phantom title on it. That's because there's required text not being followed. If someone said 'lol i'm just putting it on there as a joke I'm not actually putting the Tractor beam on LOLZ!!' It would obviously be illegal. You must equip 1 'Tractor Beam' Upgrade card (paying its squad point cost as normal). Compare the requirement on The Ghost to the Mist Hunter title:

It's 100% legal to have a useless upgrade on your ship. There is a 'may' there, making it optional. Once per round, when attacking with a or secondary weapon, you may change 1 die result to a result (or a result if your primary weapon value is '3' or higher).
